The Arab Region Parliamentarians Against Corruption (ARPAC) - the Arab Chapter of GOPAC-was established in Beirut in November 2004 during a meeting entitled "Parliamentarians against Corruption: Improving Transparency and Accountability in the Arab Region." This meeting, supported by UNDP-POGAR, was attended by 40 Parliamentarians representing 11 Parliaments: Jordan, Bahrain, Algeria, Kingdom of Saudi Arabia, Sudan, Palestine, Kuwait, Egypt, Morocco, Yemen and Lebanon.

ARPAC's main objectives consist of encouraging founding members to establish national chapters, persuading national chapters to build coalitions with the media, civil society movements and academics, and calling on the Arab governments to ratify the United Nations Convention against Corruption (UNCAC). In addition, ARPAC arranges for national and regional workshops to promote methods for fighting corruption and to build the capacity of members of Arab parliaments to be better equipped to fight corruption and to promote transparency and accountability in the Arab region.

The Arab Region Parliamentarians against Corruption is presided over by the member of the Lebanese Parliament Mr. Ghassan Moukheiber. The Organization’s head office is located in Beirut. Up to this date, 9 national chapters of the Organization have been established in Palestine, Yemen, Kuwait, Jordan, Lebanon, Bahrain, Morocco, Algeria and Egypt.
 
Whistleblower protection draft law
"The whistleblower protection draft law" and “the observations on fighting corruption in the public sector draft law” were launched during a press conference held at the Lebanese parliament on June 24th, 2010, in the presence of Economy and Trade Minister, Mr. Mohammad Safadi; MPs Ghassan Moukheiber, Ali Fayyad, Imad Al Hout, Alain Aoun, Walid Khoury, Joseph Maalouf, Assem Araji and Tony Abou Khater; former MP Mr. Ismail Sukkariye; and the representative of the press Association Dr. Anis Muslim as well as representatives of the civil society and international organizations.

The Third Conference of the States Parties to the United Nations Convention against Corruption: Third Forum of Parliamentarians “Working with Others”-Doha , Qatar November, 10, 2009

On the 9th of November 2009, the Third Conference of the States Parties to the United Nations Convention against Corruption opened in Doha, Qatar in order to review the implementation of the United Nations Convention against Corruption.
1000 delegates, representing the 125 countries who have signed the anti-corruption treaty, attended the conference, which was officially opened by the General Attorney of Qatar, Dr. Ali Al Marri in the presence of his Highness Sheikh Tamin Bin Hamad Al Thani, Heir Apparent of the State of Qatar.

Launching the “Arab Parliamentarians Toolkit to Promote the United Nations Convention against Corruption”, Doha, Qatar 11-11-2009:

On November 11, 2009, and in parallel to the “Third Conference of the States Parties to the United Nations Convention against Corruption” (Doha, Qatar 9-13 November 2009), the Arab Region Parliamentarians against Corruption held a press conference to launch its new publication: “Arab Parliamentarians Toolkit to Promote the United Nations Convention against Corruption”. This publication was developed in the framework of ARPAC Global project: “Promotion of the United Nations Convention against Corruption”.
The press conference was attended by Arab and foreign parliamentarians, international organizations, NGOs, a number of ARPAC board members and chapters, as well as GOPAC Secretariat.
A group of Arab experts participated in the preparation of this toolkit. These experts have worked under the framework of GOPAC’s working group on the UNCAC, headed by Dr. Naser Al Sane.

Press Conference on COSP Resolutions and CPI 2009 Results:

On November 20, 2009, the Arab Region Parliamentarians Against Corruption, organized at ARPAC’s headquarter in Beirut, a press conference on the resolutions of the “Third Conference of the States Parties to the UNCAC” and CPI 2009 results. The press conference was attended by civil society representatives and Lebanese media.
ARPAC distributed a statement on the results and recommendations of the Third Conference of the States Parties to the UNCAC at the end of the press conference.

Transparency in Revenues: Experts Meeting - Beirut, 30/9/2009:

The Arab Region Parliamentarians Against Corruption (ARPAC), in partnership with Revenue Watch Institute, Open Society Institute and the Arab Anti-Corruption Organization, and in the framework of their joint project "Transparency in Revenues", held an Experts Meeting at the Crowne Plaza hotel (Beirut, 30/9/2009).
The Experts Meeting focused mainly on discussing the outlines of the toolkit for parliamentarians, which will be issued by ARPAC and on Transparency in Revenues. This meeting included a presentation of the project’s objectives, as well as the findings and the recommendations of the studies that have been prepared in the first phase of the project, and presented by the local researchers.
